Health Services Administrator

DIHS has a career opportunity for a Health Services Administrator (HSA) who will provide the administration and management oversight of a primary healthcare site for Immigration and Customs Enforcement detainees. The incumbent will be responsible for managing the delivery of appropriate and cost-effective health care, and managing the operating budget (to include oversight of procurement of equipment, supplies and services). The incumbent will be responsible for implementing and enforcing DIHS national policy and procedure as well as developing and implementing local policies and procedures. The incumbent will be responsible for maintaining facility accreditation with all applicable national agencies.

Duties and Responsibilities:

  • Managing the day-to-day operations of the health center which includes a 42-bed inpatient unit.
  • Providing administrative supervision to all employees and managing personnel issues, and potential resolutions.
  • Working with the Clinical Director to ensure access to care, and provision of services.
  • Managing the health center schedule and approving all leave requests.
  • Completing management reports as required
  • Preparing fiscal year budget proposals and projections as well as ensuring the appropriate management of the facility budget.
  • Managing the local government purchase program (IMPAC).
  • Working with the headquarters procurement officer for compliance with Federal Acquisition Regulations (FAR) for purchasing and procurement.
  • Managing travel requests and related issues, and monitoring data entry into the automated travel management system (GovTrip).
  • Maintaining on-site contracts including but not limited to bio-medical waste, biomedical equipment maintenance and ensuring services are delivered per contract.
  • Working with the headquarters contracting officer to ensure compliance with FAR policy and appropriate implementation of all contracts and maintaining records of utilization of laboratory, radiology, and pharmaceutical services.
  • Facilitate the preparation of the health center for accreditation under the national programs of Joint Council on Accreditation of Healthcare Organizations (JCAHO), National Commission on Correctional Healthcare (NCCHC) and the American Correctional Association (ACA).
  • Monitoring of incidents, sentinel events, and potential litigation along with proposing corrective actions
  • Interviewing prospective new employees, and making recommendations to the HSA.
  • Maintain on-site personnel files.
  • Facilitate the performance evaluation process.
  • Assigning staff for collateral duties as needed, such as Infection Control Officer, Safety Officer, Performance Improvement Coordinator, and ensuring that assigned activities are completed in a timely manner.
  • Participating in all accreditation preparation activities and monitoring ongoing compliance.
  • Ensuring that all staff training is conducted meets accreditation standards.
  • Scheduling, conducting or ensuring completion of unit meetings, including performance improvement, staff meetings, and others.
  • Informing ICE officials of issues and assisting in investigations and problem resolution.
  • Maintaining a good working relationship with the Facility Officer in Charge (OIC), the warden, correctional personnel, contract providers, and outside agencies as applicable.

Qualifications:

  • Qualifies for commissioning into the United States Public Health Service (USPHS). www.usphs.gov
  • Three to Five years minimum experience in HealthCare with strong business and management skills.
  • A master’s degree in Health Care Administration, Public Health or a related field preferred.
  • Knowledge and proficiency in MS Office Applications.
  • Ability to obtain a minimum background investigation with the Department of Homeland Security.
