Program Manager

DIHS has a career opportunity for a program manager who will provide guidance to DIHS managers in Human Resources related matters involving, employee relations, employee development, and classification/position (or billet) management. The incumbent(s) will coordinate training programs, recruitment activities, and implementation of recruiting strategies (including National Health Service Corps, Inactive Reservist, and COSTEP Programs) to promote DIHS and the Public Health Service (PHS). The incumbent(s) will oversee Continuing Medical Education (CME), orientation and training (HQ & Field), promotion, Commissioned Officers' Effectiveness Report (COERS), Commissioned Officers Leave Tracking System (COLTS) DIHS Awards, outside activities report, adverse actions, GS actions, billets, assimilation, release dates, as well as ensure exit interviews. The incumbent(s) should be familiar with training and education, civil service personnel actions, passport processing, compensation, and recruiting, specifically for medical personnel and Commissioned Corps personnel. Familiarity with PHS programs such as the National Health Service Corps preferred. The incumbent(s) will also be responsible for other Human Resources management duties as assigned.

Qualifications

  • Degree in human resource management / business management / health care management preferred. Master's in HR or business is highly desirable; however, certification in human resources by the Society of Human Resources Management (completed within one year of employment) can be substituted for the graduate degree if the basic education and experience requirements are met.
  • Strong working knowledge of federal personnel policies and the ability to manage federal human resources programs and operations required.
  • Working knowledge of Commissioned Corps, Civil Service, and contracting personnel systems essential, prior experience desirable. Due to the high utilization of contract staff, incumbent must have basic understanding of rules and regulations under the Service Contract Act and the Fair Labor Standards Act.
  • Incumbent must be organized, conscientious, have the ability to problem solve and work independently in dynamic environments.
  • Impeccable follow through on assigned responsibilities is essential.
  • Excellent written and verbal communication skills, as well as working knowledge of information technology programs and operations required.
