Physician

The DIHS has a career opportunity for a Physcian who is responsible for the provision of direct medical care, mental health care, and infirmary domiciliary (in-patient) care to alien detainees in a clinic setting.

Duties and Responsibilities:

  • Conducts a program of primary medical care with responsibility for examination, diagnosis and treatment of detainee patients.
  • Provides medical treatment and advice to patients as indicated. Secures case history and related pertinent information. Examines patients, utilizes laboratory and x-ray diagnostic tests, interpreting results for differential diagnosis; diagnoses ailment(s) and performs necessary treatment, carrying out such follow-up treatment as may be medically indicated. Refers patients with conditions/treatments which are beyond scope of the on-site intermediary level infirmary to an appropriate off-site medical facility for care or refers for consultation to medical, surgical or other adjunct services those patients the Physician is not qualified to treat or for confirmation of diagnosis and treatment procedures.
  • Prescribes and/or dispenses required medication to patients.
  • Seeks advice and consultation as required.
  • Provides professional supervision to the assigned staff of nurses, physician assistants and other Para-professionals.
  • Directs and participates in preventive health programs such as immunization, disease detection and disease prevention activities.
  • Participate in Quality Assurance program.

FACTOR 1, Education and Training:

Graduation with a degree of Doctor of Medicine or Doctor of Osteopathy from a US or Canadian school as approved by the Council on Medical Education and Hospitals, American Medical Association in the list published for the incumbent's year of graduation, and have an unrestricted license to practice medicine or surgery in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Graduation with a degree of Doctor of Medicine or equivalent degree from a medical school other than one covered by the above (including foreign schools), provided that the medical education and the knowledge acquired is substantially comparable and equivalent to that of graduates of approved medical schools as described in A. above. Such comparability may be evidenced by permanent and full or unrestricted license to practice medicine or surgery in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

FACTOR 2, Supervisory Controls:

Works independently without day to day supervision.

FACTOR 3, Guidelines:

Guidelines for the work of the position are available in the form of Policy Procedure Operational Manuals covering administrative and health care related issues. The incumbent must use professional judgement in interpreting and applying guidelines to a clinical situation. Senior Physician or medical consultant will assist if consultation is needed.

FACTOR 4, Complexity:

The work of the position consists of the broad functions of medicine: diagnosis, treatment, prevention and emergency care. Assignment generally involves the simultaneous application of multiple distinct skills, knowledge and abilities in the care of one or more patients.

FACTOR 5, Scope and Effect:

Work affects the health and well being of detainees as well as the prevention of disease to the community.

FACTOR 6, Professional Contacts:

Patients are aliens detained by the ICE for either illegal entry or those with criminal records. Physician provides health care services to this population.

FACTOR 7, Purpose of Contacts:

Physician provides health care services to this population.

FACTOR 8, Physical Demands:

Physicians may be subject to verbal/or physical abuse at the hands of a detained alien. INS guards are on duty in the Clinic to minimize such occurrences.

FACTOR 9, Work Environment:

Work is performed in the medical section of the medical facility in an INS Service Processing Center for detained undocumented migrants. The work is performed in a medical setting where there is exposure as well as risk associated in work with detained populations having criminal and non-criminal backgrounds.
