Jail/Custodial Facility Responsibilities

****IMPORTANT INFORMATION - PLEASE READ**** 
 

All health services require an authorization from DIHS. It is the responsibility of the jail/custodial facility to:
  1. Complete a Treatment Authorization Request* (TAR) for health services via TARWeb (Click Here for Setup Instructions)  for jails/custodial facilities with internet access or fax an authorization request for jails/custodial facilities without internet access.
    *Submission of a TAR does not guarantee an authorization for health services. A TAR is considered authorized ONLY when the appropriate Utilization Manager has certified and the authorized TAR is returned to the requesting Jail/Custodial Facility via internet or fax.
  2. Locate the appropriate health service provider; schedule the appointment for the health service; and provide transport to the health service.
  3. Provide a copy of the authorized TAR to the health service provider prior to or at the time of treatment. An authorized TAR must be provided to the health service provider in order to:
    1. Convey the guidelines concerning which health services have been authorized.
    2. Ensure timely proper reimbursement to the health service provider for authorized health services. (Information contained on an authorized TAR must be submitted by the health service provider on the appropriate claim form).
  4. Notify your DIHS MCC of any unscheduled inpatient admissions within 24 hours after the admission occurs.

Treatment Authorizations Category Definitions:

  • Consult Only - Consultative health services only that are consistent with the consultative Provider's specialty and detainee's medical condition as listed on the TAR

  • Emergency Room - Health services consistent with an emergency room setting and detainee's specified medical condition as listed on the TAR. In cases where an inpatient admission may be medically necessary following an initial emergency room visit; a new TAR must be submitted by the detainee's custodial facility. 

  • Medical Appointment (Not a consult) - Health services consistent with the provider's specialty and detainee's specified medical condition as listed on the TAR.   

  • Medical Lab/Test - Labs and/or tests consistent with the detainee's specified medical condition as listed on the TAR.  

  • Inpatient Hospitalization - Health services consistent with an inpatient hospitalization and the detainee's specified medical condition as listed on the TAR.  

  • Dental Services - Health services consistent with a dental Provider's specialty and detainee's specified medical condition as listed on the TAR.  

  • Non-Formulary Medications - Any medication not included on DIHS' designated formulary.
